CRS 103: Mastering Positive Change in Today’s World

Affordable Care Act Disclosure Deadline

What open enrollment means to members – This is the start of what’s known as the open enrollment period for state health insurance exchanges under the Affordable Care Act, which is the major health reform law Congress enacted three years ago. Share with your members a comprehensive article called “Health Care Reform: A Guide to Your Coverage Options.” It walks your members through what they need to know whether or not they already have insurance. October NDAR Meetings

Come to Minot on October 23!  There will be a General Membership meeting at 12:00pm, a Board of Directors meeting at 12:15pm, and then 2014 President Vicki Roller will start her Leadership Retreat.  The Leadership Retreat will wrap up around 12:30 on the 24th!

What A Government Shutdown Means for FHA Lending

As of early afternoon on Sept. 30, lawmakers were discussing short-term budget legislation, called a continuing resolution, to pay for federal government operations after midnight tonight. U.S. Department of Housing and Urban Development officials have updated the National Association of REALTORS® on what to expect concerning the status of Federal Housing Administration loans with a federal government shutdown looming at midnight eastern time.

-The Office of Single Family Housing will endorse new loans under current multi-year appropriation authority in order to support the health and stability of the U.S. mortgage market. (FHA endorsements currently represent 15% of the market.) Approximately 80% of FHA loans are endorsed by lenders with delegated authority. The remaining 20% are endorsed through the FHA Homeownership Centers, leveraging FHA staff with a contractor that works on-site.

-The Office of Single Family Housing will maintain the minimum operations necessary to support FHA’s existing portfolio.

-The FHA Call Center and the National Servicing Center’s Call Center will remain open.

-Any function of FHA that is funded through a multi-year appropriation or where the failure to perform those functions would result in an imminent threat to the safety of human life or the protection of property will continue. FHA’s portfolio of insured mortgages – multifamily, healthcare, and single family, as well as commitments entered into for project-based rental assistance are within those functions.

-The Office of Housing will continue to work on planned sales of defaulted notes, as required for the orderly termination of HUD’s fiduciary insurance and servicing obligations.

In anticipation of a possible shutdown, NAR is consulting with officials from the U.S. Department of Housing and Urban Development, Fannie Mae, Freddie Mac, Ginnie Mae, FHA, VA, and the Rural Housing Service, among other agencies, and will post information on how a shutdown is expected to affect these agencies’ operations. Source: Government Shutdown Update, The National Association of REALTORS® (Sept. 30, 2013)


TAPS (Tragedy Assistance Program for Survivors)

We decided to extend the TAPS donations deadline!!  This year’s Dakota CRS Chapter with a Heart project is TAPS (Tragedy Assistance Program for Survivors).  TAPS is a 24/7 tragedy assistance resource for anyone who has suffered the loss of a military loved one, regardless of the relationship to the deceased or the circumstance of the death.  TAPS provides comfort and care through comprehensive services and programs including peer based emotional support, case work assistance, connections to community-based care, and grief and trauma resources.  We currently have collected OVER $2500 in donations of but we want more!  All funds raised will stay in North Dakota (usually it all goes to the national office).  Please send your donations to the NDAR office – write the check to the Dakota CRS Chapter.  We will be taking donations until October 30.  Send your donation in today!

National Convention REALTOR® Relief Fundraiser

The REALTORS® Relief Foundation (RRF) is holding a silent auction in San Francisco to raise much needed funds for future disaster assistance. This auction will be conducted online & via mobile devices through a well-respected charity fundraising website, allowing both attendees and non-attendees the opportunity to bid on the items donated.  North Dakota sought the RRF’s assistance during the floods of 2011.  100% of all proceeds will go into the RRF fund so they are ready to help when the next disaster hits.  Let’s all pitch in to make this an extremely successful event in San Francisco!  NDAR will be purchasing an item to put on the auction.  During the Board meeting at convention, the Minot Board challenged each local association to make a donation to the RRF.  They set the goal of $1.00/member of their local board.  Please send any donations to the NDAR office and we will get it to the RRF fund at NAR.

Transfer Tax Steering Committee Volunteers

Representatives from NAR conducted an informational session during the REALTOR® Convention on the Initiated Measure to ban Transfer Tax in North Dakota.  The Initiated Measure will be on the November 2014 ballot with a vote YES on the measure.  NDAR will be looking for volunteers from each board to volunteer for a Steering Committee to educate the public about this Measure.  Steering Committee Chair Greg Larson, along with NDAR staff, will be asking for volunteers soon!  If you are interested in serving on this committee, please contact the NDAR office by October 15 at 701-355-1010 or email nancy@ndrealtors.com.

December Education

Last chance for CE!  Our annual December Education session will be held on December 4 and 5 at the Ramkota in Bismarck.  The classes have not been finalized, but those two days are on the calendar.  Please mark your calendars!
